describe three diffrences between coming togehter federation and holding together federation.

COMING TOGETHER FEDERATION = This means that whem two govt of diffrent country come together to form one govt  is called coming togther federation . but that two states should be free in internatuonal affairs and interal affairs i know that what is meant by coming freedom in international affais                           but in holding togther  federation diffrent states who are not  free in international affairs but free in internal affairs when these come toghether to form a big country or state it is known as holding toghether federation             and federation means govt   like in india many states had come togther to form india but after then also all states have their diffrent govt                     we know on govt is ruling on all these but then also every state has its own govt also   they also have diffrent territory
