Yes, a fully immersed electrode can do electrolysis.
But, it is highly recommended to partially immerse an electrode in the electrolytic solution, because if the electrode is immersed fully in the solution then it will increase the rate of corrosion at the point of connection of electrode with the wire.
Which will affect the electrolysis process after sometime.
