Draw a line segment AB.Mark the centre of line segment AB as O.Using compass, measure a length less than AO.Place the compass at A and cut an arc downwardsPlace the compass at B and cut an arc downwards intersecting previous arc.The perpendicular bisector of the line segment AB is constructed.Keeping AB as a diameter, and O as centre , draw a 3 quarter circle as shown.Mark the point where circle meets the bisector as P.The required angle measured in anticlockwise direction is 270°.It is the same as 90°, since angle measured in clockwise directio is 90° as you can see from figure.

yes because it is a reflex 90 degree.
justification-
by constructing a straight line the angle is 180 degree.
and 90 degree const on that line will be equal to 180 +90= 270 degree . it will be life a circle with a missing of one quadrent
