is parallel to the x axis and at a distance of 3 units below it I
saw similar questions on meritnation but I cud not understand them
Plz provide an explanation

If the line is 3 unit below the x-axis then the 3 unit will be negative y -direction and since it is parallel to x- axis so it will be of the form y = k and here k is 3 with negative direction so line's equation will be y = -3or y+3= 0
