Even when conditions are optimal, there is no vegetative intermodal propagation in sugarcane. Why?

The buds are present in the root band of the node of a sugarcane stem. These buds are embryonic shoots consisting of miniature stalk with small leaves. Internodes do not contain any buds so internodal vegetative propagation is impossible even at optimal conditions.
