If overdraft as per the passbook is taken as starting point the cheque but not presented for payment is to be written in minus amount column. Right?

Yes , when there is overdraft balance as per pass book. Cheque issued but not presented for payment is written in minus column. As there is a time lag between issue of cheque and presentation of cheque in bank.
