We have sides :  44 mm  =  4.4 cm   (  we know 1 cm  =  10 mm )  , 9.6  cm and 46 mm = 4.6 cm

From these sides we can't construct any triangle .

We know from the triangle inequality theorem states that any side of a triangle is always shorter than the sum of the other two sides.

But here 

4.4 + 4.6 =  9 

And we know 9 < 9.6 

So,

From given dimension we can't construct any triangle .       ( Justified )

No,because sum of 2 sides of a triangle is greater than its 3rd side.
But,here,4.4cm+4.6cm is less than 3rd side's length i.e. 9.5cm.
(44 mm =4.4 cm and 46 mm=4.6 cm)
