Is SO2 a dehydrating agent if no, why? as H2SO4 is a dehydrating agent

No, SO2 is not a dehydrating agent. 
Conc. H2SO4 acts as dehydrating agent as it absorbs water. 
Conc. H2SOcontains undissociated H2SO4 molecules. These molecules contain a lone pair of electron on O atoms of the molecule and also H atoms bonded to the O atoms. The lone pair of electron on H2SO4 can attract the H atoms of water molecule towards itself. This helps to pull H2O molecule from the other substance, and as a result, H2SO4 acts as dehydrating agent.
