Is there any possibility that effective nuclear charge experienced by an electron is -ve​. Why/Why not?

No, effective nuclear charge is not negative. It can be a very small number or can be zero.

The effective nuclear charge (Zeff), experienced by an electron can be expressed as: 
                                                     Zeff = (Zσ)
where Z  is the actual nuclear charge (atomic number of the element) and σ (sigma) is called shielding constant.
