Answer is MgO is a basic oxide while the other three, PbO, ZnO and SnO are amphoteric oxides.
Amphoteric oxides are those ion or molecule that can react both as an acid as well as a base. The property of amphoterism depends upon the oxidation state of the oxides. Copper, zinc, tin, lead, aluminium, etc., form amphoteric oxides.
