Why do states like odisha bihar chattisgarh and uttar pradesh account for largest number of food insecure people in the country?

The above states account for largest number of food insecure people in the country  due to their poor economy , also due to the high incidence of poverty, tribal and remote areas, regions that are more prone to natural disasters.The poor implementation of the PDS systems,they are not availing the right benfits from the buffer stocks etc.
