Why James Mill felt that british rule could civilise India?

He believed that British rule could civilise India because India was uncivilised or less civilised and backward in his view so only British that was superior and developed could bring changes here according to Mill.British rule according to Mill could bring about modernisation and progress in the country.It would lay the foundation of modern, rational, secular system based on rule of law, equality.India would only progress with the help of British rule.
