Why Mn+2 oxidising in nature

There seems to be some problem in your question as Mn2+ is not oxidising.Instead Mn​3+ is oxidising.
Valence shell Electronic configuration of Mn3+= 3d​5 4s1
Mn3+ can easily lose its one electron present in 4s orbital to attain half filled stability. Therefore, Mn3+ is oxidising in nature.
